NEW MAYIBUYE EXECUTIVE BOARD MEMBERS

The Executive Council of the Province of the Eastern Cape, at its meeting held on the 11th April 2001, considered the state of affairs of
Mayibuye Transport Corporation which has resulted in the Government not being able to transfer Grant-in aid funds to the Corporation in
this financial year.

Mayibuye has failed to comply with the provisions of the Public Finance Management Act and Treasury Instructions. To date the Corporation
has not accounted for funds allocated by Government for the year ending 31 March 2000, despite several reminders by the Department of
Transport to do so.

It has also come to the attention of Government that the Corporation has also overdrawn its bank account, and not been able to pay its
creditors for months.Consequently, buses on certain routes have stopped running owing to drying up of fuel in the Corporations tanks,
leaving passengers stranded.Revenue collection has also dwindled significantly. This is against the Governments purpose for which Mayibuye
Transport Corporation was established.

The Executive Council decided that Mayibuye Transport Corporation should not close down. Instead, it should continue rendering the services
to the communities whose livelihood depends on this form of public transport. To this end, the Premier of the Province of the Eastern Cape
issued a Proclamation on 30 April 2001 dissolving the old Board of Directors and appointing a new Executive Board with specific terms of
reference.

The names of the new Executive Board members are Messrs Tony Wadsworth (Chairperson), Xolani Mbangxa, Mziwonke Mganu, Derek Webb, James
Mtila, Jackson Mbawuli and Advocate Keith Harvey.

The new Executive Board was inaugurated on 03 May 2001 by the MEC for the Department of Transport, Mr Dennis Neer, and will be introduced
to the Corporations employees by the Head of Department of Transport, Mr Zola Gebeda on the 04th May 2001.

The Terms of Reference given to the Executive Board include the following: speed up and complete the restructuring process within a period
of six months; strengthen the management of the Corporation and ensure compliance with the laid down Government Policies and Legislation;
ensure continued provision of services to the communities; cause audit of the Corporation to be carried out and take the appropriate
corrective actions to address any irregularities which might be revealed in the course of the audit; report progress on a monthly basis to
the MEC for Transport; submit a comprehensive report, with recommendations, in respect of restructuring of the Corporation; and assist in
the implementation of Governments decisions taken in consequence hereof.

The Department regrets the inconvenience suffered by those communities where the services were stopped. Communities are assured that these
services will be resumed as soon as possible, and the Executive Board will make the necessary announcements soon. In the same vein, the
Executive Board has been tasked to deal with all the backlog and facilitate payment of creditors and related personnel pay-overs.
